German traffic engineer here: You found a "Radschnellweg" (Bike express way). Those are currently in planning phase across the country with a lot of them to be build in the coming years. they are supposed to enable people to commute by bike over longer distances. They usually have priority.
Oh I live 2 minutes away from the route you have shown there 😀 The route north of the Petuelpark – south towards the north with the big underpasses used to be a tram line back in the day but eventually got replaced with the U2 to transport more people and so they changed the entire line into a mix of bike and pedestrian routes as well as several parks along the line. You can still find the remaining tram tracks on Schleißheimerstraße in the north ^^
