These are called swing bikes. Apparently they’re pretty easy to ride, but obviously less practical as transportation. They were never super popular, but there were several companies that made them, so you can find one used if you look around. I think there’s still a company that sells new ones called Swing King
Schwinn made one that looks similar to a Stingray with a long banana seat and ape hanger handlebars.
