That damage on the seat stay looks suspicious. I probably wouldn’t buy it at that point. Unless, its being sold as is , and part’s are worth it.

It’s hard to say definitively without seeing pictures of the components but I would possibly pay 80-100 bucks for this bike and strip it for components to put on another frame.
Absolutely do not ride this frame as is it’s toast.
