Simple rule for Bottom Brackets: The top of each side needs to rotate towards the headset to remove, rear wheel to install.

They aren’t all threaded the same; if it’s a French or Italian threaded bottom bracket, drive side will loosen counterclockwise.
Non drive side is always normal threading

1. Soak in penetrating oil and try again with wrench
If still stuck progress to next level
2. Heat metal with boiling water. Try again with wrench.
3. Heat metal (carefully) with small blowtorch and try wrench
4. If still stuck, you are going to have to carefuly cut that sucker into segments with a hacksaw blade being careful not to mangle the threads, and then carefully knock out out the pieces with a hammer and cold chisel.

5. New frame.
