  1. Looks like a 28“ fixed gear wheelset. Front wheel always has a 100 mm axle/fork width on road bikes. In the back,
     standard for fixed gear bikes with horizontal dropouts is 120 mm or sometimes 130 mm. You should be fine with a standard 120 mm. 
    I don’t see a disc brake, but a rim brake. Wheels for fixed gear can come without break flanges (the surface necessary for a rim brake to grip). So I‘d check if a potential wheelset has those. 

  2. This looks like one of those cheap “pick your color” fixies you could buy online a few years ago.

    Any set of 700c track wheels will work.

    What’s wrong with your wheels that you want to replace them?
