I tried on top of the saddle bag, but then they poke me in the back while riding.
Can’t put them below because it would block my rear light.
I have no clue where to put them.

You have an incredibly minimal setup, not surprising you can’t fit some things. You could add small fork bags and a handlebar bag, then you’d have space for shoes probably.

Fork is looking awful empty if you truly need a second pair with you. Some velcro mounts would probably go quite a ways. Might be able to fit a decent handlebar bag too.

What shoes do you need? For off bike use you can take something that’s soft and flattens down like a slip on or a sandal. That should just fit inside your saddle bag.

I put my camp shoes on the seatbag. When wearing camp shows, I typically attach the clickies to the handlebar or seat. Mine have two fat velcro straps, but I’m sure you can do something similar with yours

I got a thin pair of swim shoes, basically 5mm thick when they don’t have feet in them, but a good solid sole.
take up pretty much no space in my bags, used to put them in a handlebar mounted drybag originally, (I’d put them in transverse to the long axis of the bag, so they gave the bag a cylindrical structure.
Since I got a tailfin, they go in that now, one down either side of the bag, and everything else in the middle.

I usually voile/ski strap crocs to my seat bag. Or if I’m packing super light I’ll slide flips flops either in my seat bag or frame bag.
For a couple days or an overnight trip I just wear my cycling shoes. But I find my shoes very comfortable, and usually wear flats. But I’ll happily wear my spd mtb shoes for a day or two if the route makes sense to have clips and I’m travelling fast and light.
I have a pair of xero sandals that are basically just a string and a sole, those fit anywhere if I’m really picky.

Just bring some flip flops or sandals and strap them onto your seat pack. Your feet are going to enjoy that fresh air off the bike. There are some sandals that are as light as flip flops but with Vibram soles and all that. You can basically hike in them.

I have my shoes on top of the seat pack, pack them in something waterproof just in case.

What shoes?
I have a pair of naturehike “barefoot” shoes that are very flexible and small. They would fit on top of your seat pack. They are more like socks with a rubber sole and the soles have holes in them. I suspect they are for bathing but I use them around camp.

perhaps under the bungee on the tailback? some lightweight shoes may fit.

I like to slide some flip flops or flat sandals like from xeroshoes down the side of my rear bag on the outside. Or under the shock cord on top.
