I’m restoring this ‘90s Bianchi, and it has this…proboscis. Does anyone know if it’s meant for a specific purpose, or is it just an artifact of the manufacturing process?

it’s called a pump peg. old school frame pumps were made to fit along the top tube. they came in different sizes (to match different size frames), and the spring action would help secure it, as well as help with the pump action. zefal, silca, and a few other brands still make this style of pump

The kind of frame pump it works with has curved shape at the other end that holds it against the seat tube.
