I'll be riding around town mostly. My budget is around $500 CAD. I outgrew my current bike so I'm looking for a larger frame. I'm also wondering what the community thinks of 27.5" and 29" tires. My experience is decent, I mostly ride to commute and bike on trails. One day I'd like to do the Empire State Trail.

Both are pretty lackluster. Check pinkbike for used quality MTBs near you and stretch your budget a bit
both of those are bad bikes. Like suitable for commuting but not much else.
I suggest this:

or get a better bike used. I would buy used, but i work on my own bikes.
My friend started on a Northrock a bit over 10 years ago lol. Cool to see they’re still making them.
I’m guessing by outgrew your old frame, you mean literally? If so just get whatever bike will get you out on the trails. The Polygon that got posted will be more “upgradable” but just know when you start hitting dirt, you’re going to want to save for a new bike.
I honestly prefer 27.5 tires but only on jumps and fun stuff, they make your bike more nimble and poppy. For commuting and longer cross country riding I would go 29
The costco one comes with a kickstand so you won’t have to buy that separately.
All jokes aside though, I learned on a bike very similar to these. Especially considering you’re using this bike for commuting primarily, both are completely appropriate choices. In terms of choosing between the two, honestly they’re practically the same. Choose the one who’s price or colour you like best.
Other mentioned the used market. and yes, your dollar will go further. But most likely it’ll come with a problem or two that you’ll have to pay to fix, so consider that.
as for 29 vs 27.5, both are still relevant for mountain biking. It’s becoming less and less common to see 27.5 up front. But 27.5 lives on in the rear.
EDIT: I changed my mind. The Diamondback has hydraulic brakes, making it the obvious choice.
