Seller has it listed for $420, and said he would consider $350. I know with the Ultegra group set it’s already somewhat solid, but also looks to need a chain, saddle, stem, and seat post replacement (though these are mainly personal preference I guess).
Also, anybody know anything about the wheels?

I’d have to buy it just based on the paint scheme
Go for it! Life’s too short and it’s a fantastic looking bike
That is a nice looking bike. Mid 2000s I would guess going by the parts. I would not mess with the chain by default. Have a shop check it for stretch. If it is too worn you will need to replace the cassette and possibly some chainrings at the same time. Price seems reasonable given the nice colorway.
Cool bike. A few observations: It looks like there is some type of padding under the handlebar tape, you can see the bulges on both the bar tops and the drops. The condition looks pretty good, but the paint is really banged up. Use that when you are negotiating. The wheels are later replacements. They look good. Newer Ultegra hubs, and the Open Pro was for a long time considered one of the best shallow aluminum clincher rims. The next part is speculation: The could be handbuilt with DT Swiss spokes (look at one of the spoke heads for a tiny DT logo to confirm). It’s a solid combination.
I like this bike, and I’d switch out the stem and saddle as well. And the triple crankset is a bit embarrassing, but a little more involved. Try to get the price down. Make sure the seatpost isn’t stuck as well
