Not only cycling shoes but any shoe (except climbing shoes and ballet slippers) is too small in that figures. Get 1-1.5 size bigger for what it is.
Also if that’s also matches with the toebox’s figures, find from another brand with wider toebox.

You need wide fit. Dunno about you but normal bike shoes are far too narrow and kill my feet. Bont, Shimano and lake all make wider versions.
I’ve had success with lace up shoes too as you can really loosen up the box for a wider fit.
You really want to be comfortable especially on tour, make sure to support your arches too.
