I’ll be the first to tell ya you need to just simply walk away. You can find a much newer and better bike for 300$. Yet it’s summer, you wanna ride tomorrow or next week… then offer at most 200$ and be honest and tell them that’s the value

What does carbon durable mean? Carbon frame?
I’m no bike scientist, but neither I nor google have heard of the Panini brand. We’d need a drive side picture to make firmer conclusions, however…

I think that if you are new to cycling, that bike is above your skill level.

It’s a very sensible type of bike that won’t give you problems: rim brake, alloy wheels (good ones at that), no-nonsense groupset and brakes. I wouldn’t seek newness for newness’s sake—at that price it’ll usually just get you a worse bike.
But I’ve also never heard of the Nannini brand. Try to find something about it before you go in. And even then, 180-220 dollars seems like a fair price for this. As always, make sure it fits you!
