No, there should be zero play. You need to loosen the bolts on the stem and then carefully tighten the bolt on top until al the play is gone and then retighten the stembolts. If that doesn’t work you need new bearings. And you should just take it to a shop

When you’re tightening the top cap again, helps to clamp front brake and push down on the top tube and rock it back and forth a hair just to see if it ‘falls in’ on the bearings. Then load the top cap and clamp the stem as you would
