Actually I think it's a Model 1 "Popular", possibly from around 1950. It might even be the "police model" variant, judging by the very heavy (3/16"?) chain and chainset.
It's now a bit of a franken-bike, with mis-matched 700c wheels and a modern SRF3 hub. The brakes, bars, stem, crankset, etc. are all from 70s/80s Raleighs, with shorter cranks to accommodate the smaller wheels. The front mudguard is modern, along with the front rim – which I laced around the hub that came with the bike. I don't like the cobbled-together drop-bolt for the rear brake, so will look for a drum-brake rear hub.
