I just bought a used Dura Ace c24 wheelset with Continental Gatorskin tires. The tires looked really rough so I wanted to remove them but they are almost glued to the rim from I guess the rubber disolving. Are they even salvagable? What can be done here?

Do you know that you have bought tubular wheels?
Glue is expected for this type of wheel tyre combination.
Those are tubulars, they need to be glued to the rim.
It looks like you have tubular wheels not tubeless
The good news is that you now know why they were cheaper than the other wheels. Tubulars are still used, but aren’t popular at this point and are kind of a pain in the ass.
Oops
Tubular gator skins 😵💫😵💫
Not “almost glued” to the rim, but literally glued to the rim.
That, 10 feet up or so, is the surface of the water.
Congratulations! You bought original style tubeless wheels. New tubular tires will be about $300 with install.
Or do it yourself. It’s not too hard, just fussy and sticky.
My condoleances, you bought a set of tubular wheels.
There was a reason they were so cheap.
Putting gators on DA tubs should be a capital offense. Putting gators on even cheap OEM wheels should at least warrant a citation.
Good news is that you, with some minor effort and learning curve, can put awesome tires on awesome wheels that cost a fraction of what the tubeless equivalent would.
