Hello. Sorry this doesn’t answer your question but I’d like to point out that you should never wear a hat with your helmet. It makes your helmet pretty much useless. If you fall forward face-first into the ground, the stiff visor/brim will hit the ground first and will literally dislodge the helmet towards the back of your head. It’s a safety issue! If you need some sun protection, you can find helmets that have a little bit of a visor built into the front of the helmet that are designed to snap right off if you hit the ground.

Is the top of your head even touching the inside of the helmet? Definitely looks too small.

Try without the cycling cap and if that doesn’t work, it might be worth trying out some other helmets, sizes or brands.
I’ve had a few different helmets and didn’t find any that fit right until I tried Kask and Bontrager (Asian / Round fit).

With that cap under it, it’s certainly sitting way too high on your head. A size up would probably be a good idea.
There looks to be about 3 inches of space from the top of your ears to the bottom of the helmet, and the straps are on top of your ears, not sitting around them. The fact that those straps are not adjustable isn’t helping any either.
Lose the cap and post another picture or better yet two. One head on and the other square from the side.
But I’ll go out on a limb and say you’re probably gonna need a new lid because this one is a size too small.

I didn’t see anyone mention that the straps aren’t straight. Always worth checking as it’s better if you ever need the helmet. Also, different brands fit different people, this looks a little high in the front, you’ll find one that fits properly.

Did you try different sizes on or did you buy it online? I’d go to a bike shop and try on different sizes 🤷♂️
