Tailfin is reinventing/recreating the rear rack again and again 😁 – at a premium, of course!
For a while people using Ortlieb bags were looked frowned upon, but give it some more years and suddenly people will realize, that Ortlieb bags an a “regular” rack are quite nice, offering lots of space, easy handling, 100% waterproofing.
And with the smaller Sport Rollers or gravel packs you do not have to carry around those massive back rollers, but you can.

I have this and it helps for carrying an extra bottle on water-scarce routes. Seems the price went up, though, which makes it hard to justify.

Well… you can put anything in there that you can fit in a bottle cage. In case of the pic, it’s a tool box
It’s most likely a tool box with repair tools.
This would be a great spot to put a canister/sealed container if you need to pack out your dookie
