Last year I let my brother in law borrow my bike. It was in impeccable condition when I gave it to him, but he just returned it with a rust all over the chain, telescopes. He left the bike outside during winter when I specifically asked him to have it in his garageor return it prior to winter. I learned my lesson and am not letting him borrow anything from now on.
Anyway, is there a way to restore the bike to its previous condition? or should I just look into replacing all rusted parts?

Maybe any rust remover spray, then wash it. Then lubricate (silicon oil on telescopes, oil/wax on chain). Then u will see if it works or if it needs to be replaced. I think its worth of try.
Chain, replace. Its fairly cheap anyway.
Rotors you can very lightly scuff. Looks like some small surface rust anyway.
