Dropped my surly steel frame while painting, part of dropout is bent up and inwards (frame is upside down). Can I just use a wrench to slowly bend it back? Do I need heat or anything I should know?
Good pair of smooth jaw channel locks would make easy work of it. Crescent wrench would work too

Find a bolt and a nut, that just fit inside screwed together. Then slowly unscrew the nut and spread the dropouts apart. Shim them, if you want to protect the paint, but this shouldn’t be a big concern inside the dropout.

No heat or anything; just go for it, carefully. Low fatigue rate is one of steel’s main benefits.
bending back with wrench should be just fine.
