The seller has no idea what they’re selling. Ultegra isn’t a fork brand it’s a Shimano groupset. 8.5 kg isn’t very light. For rim brake bike it’s actually heavy. I’d offer 300 and expect to pay 350 if in good condition. No more than 400.
I used to have this frame, its very good, for 400e with ultegra if it’s in good shape its ok price. The downside is maybe rimbrakes for some, because every new bike came with disc brakes.
