This sort of set up is not designed to have any spacers above the stem. You can do what you’re doing now to dial in your fit, but you’ll need to cut that steerer down to get it all put back together

You’ll likely need to cut the steerer tube. 32tpi hack saw blade from your local hardware store. Measure more time than you think you should before cutting to make sure it’s correct.

Use a regular round spacer on top until you’re satisfied with the setup, then cut the steerer to size.
