It looks like you are trying to press the crown race in. The crown race goes on the fork at the base of the steerer tube. You need to press in the cups. They should look like, and measure nearly the exact same as the old ones.
Edit: took another look at your pics below and it looks like your new one is a zero stack/semi-integrated headset. That won’t work with your bike.

I tend to drift them in using the old races , theaded bar , nuts and washers. Just make sure its on the correct alignment.

Look up ISO vs JSO headsets differences on Velo Orange, sometimes I’ve lightly sanded excess paint/anodising to make the fit ok. You don’t want them loose, but if the interference fit is wrong you could crack the tube or mess the bearings up.

You’re using a headset press not a bit of wood! That’s your issue

“Seems” is the key word in your post. Have you measured it to verify?
Does it seem to be the right size or is it the right size? If you’re not sure id probably take some measurements before using brute force.
