Pre-owned Specialized Stumpjumper Evo Front Tire Install issues

Video showing that the front tire is facing significant resistance/no rotation when spinning.

There was one large screw component that is mysterious in where it should go… Doesn't thread into any part of the front tire set up from what I can tell. Unsure if this is why the front tire is so resistant.

Bike was certified pre-owned from The Pros Closet, so I'm sure it's something on my installation end that's causing the problem
