To add to the correct, given advice of 2 chain whips. The smallest gear is internally threaded and acts as the nut that holds the cassette on. One chain whip is used to unscrew the smallest while the other keeps the cassette from rotating. The reason they can be difficult to get off is that hard pedaling on the small gear tightens it up

this is a uniglide cassette, the tool would be 2 chain whips but there is no reason to do it because new replacement cassettes stopped being made over 30 years ago and this is not one of the later uniglide/hyperglide hybrid hubs
I just recently did this for my co-worker, hence why I have a picture. With my chain whips in this orientation, I basically pulled them both down to turn the outermost cog left. Then unscrewed it the rest of the way.
As others have said, this is a uniglide cassette. My friend was converting this to a single speed with one cog and spacers. We re-used this outermost cog as the lock ring by threading it back on.
