whoever decided to put the clamp bolt there should be slathered in motor oil

Effetto Mariposa Giustaforza 1-15 Fixed – Torque wrench has a very small head thats perfect for this.
Or just an L wrench and a finely calibrated hand.

Put a sheet of paper or something like it between the wrench and the seatpost

You can also buy long ball end Allen sockets.

Either buy a socket extension just like [u/ssakee14](u/ssakee14) suggested, or buy something like the park tool beam style torque wrench as the part that attaches to the socket isn’t as bulky and may fit without an extension.
Also if you’re worried about scuffing up the Seatpost while doing so, just apply a piece of tape or something similar where any contact would be made.
Personally I’d just get an extension, should cost under $20 at a local hardware or automotive store.

A wobble head extender will let you move your wrench an inch or two away.

U-joint?
My torque wrench challenge is that I have 2. My 3/8 can do 6-35Nm and my 1/2 can do 50-250Nm. So many things need >6 or 40-50…

Really long bit or extention sometime helps

Use an extention or a hex with a swivel.
Edit: The torque spec is easily achievable using just your wrist.

It’s an allen wrench. You can use the basic/classic L-shaped ones.

What brand is this bike so I can avoid buying it in the future?

Socket extension until it’s high enough it clears the seatpost. Since it angles back you can get like a 3 inch extension and it should be fine.
In addition to the socket extension that was mentioned, could also look into a beam-type torque wrench. I bet that would fit.
Use the classic hand torque wrench instead.
I suppose a swivel, would lessen the accuracy slightly.

Use a hand driver. Like a screwdriver that takes bits.
