Uhm… If you get a flat, while the tire is still in motion then yes sure the sealing can catapult onto your frame. The higher the pressure on your tires the longer the sealing needs to fulfill it’s purpose, therefore yes, if you got a flat while in motion then sure your frame might end up like this.
