As you can see, I adjusted the caliper so the right pad is as close to the rotor as possible, even too much. I pull the lever and it doesn't even brake, the pad is still too far away from the rotor, even the caliper arm is getting pushed against the housing. The pads are brand new. Any ideas?

Go to the other side of the caliper, the side facing the spokes, and screw the Allen head in quite a bit. This will move the static brake pads closer to the rotor. Then release some of the tension on the cable. Put the brake arm in a lower position. Realign caliper and jt should work pretty nicely.
There is the possibility of to much wear to the rotor. Or may be you can losen the screws of the caliper to push the whole thing closer to the rotor.
