Drill and Tap into the Wisbone and bolt it directly to it with a washer?
Alternatively drill and fit a rivnut.
In my expérience rivnuts for racks is not good. It will wears off quite rapidly and with load it will be dangerous

Don’t. Just get an ass saver win wing or something similar.
Cut a fender in two, drill one or two holes in either slice, and use some kinda leftover SKS hardware n stock, bolt to the rack mounts. Extra work but it’ll be pretty.

Might not be what you are looking for but I have great success with my Win Wing fender on a similar frame.
