Your wheel is attached with a quick release, it looks to me like it could be just in the frame crooked. Try with the bike on the ground to loosen the qr lever, jiggle the bike to try and help it find its center, and retighten. If its still the same, maybe inspect the dropouts if dirt or something is causing it to tighten crooked. Hope this helps

Can we have a photo of the wheel from the rear as well as each drop out please. Can’t tell much from this photo except that the wheel is crooked.

Does it stay aligned like that when the wheel spins? If not it looks like the wheel’s alignment is well off, possibly buckled given how far off centre it is.

Loosen the QR use gravity to center the wheel in the drop outs tighten the QR.

Even with a centred wheel, there’s no clearance. Is that ok?
