  1. $650 is too much- that bike is at least 10 years old (looks like a 2016) and a entry level road bike.

  2. Buy? Yes. For $675? No.

CAADs are widely accepted as the best non carbon road bike. This would be an excellent bike for training and even doing triathlons. $675 is steep for a bike that is minimum 10 years old. I wouldn’t pay over $500. The 8s of this style at best came with Shimano 105. Between the age, wear, and groupset quality, this bike is significantly overpriced so I would haggle as much as possible or move on. Make sure the frame size fits you before buying at all.

Side bar, TT bikes are largely a gimmick. As a beginner, you won’t reap the benefits of a TT bike until your form and fitness improve significantly. Don’t feel like you need to get a TT bike immediately. A good road bike is far more versatile as a bike and offers more flexibility in riding if you choose to move away from TT. TT bikes have their place and advantages but are not a necessity when beginning in the discipline.
