built up a new bike with mostly used parts and now having issues with the chain being way too loose and hitting the frame with the cranks one way and way too tight to the point of having no slack at all in another, anyone got any ideas what the issue is?

Is your chainwheel missing the spindle adapter? That would do it.
As a kid , I’d put a hammer as in the piece of wood near the lil triangle part push the tyre back and tighten it up .
