Ebike Pedal assist is legally upto 15.5 mph. You are legally allowed to pedal without electric assistance as fast as you like. Assistance stops when you go over 15.5 mph. No grey area.
I have had 47mph out of mine and it has 4 inch fat tyres 20 inch size wheels

Simply up to 15.5 mph you can electric pedal assist it will then cut out so it's now normal physical power as fast as you can manage. If you start with the elec off it's just you have the physical effort from 0 mph onwards. The legal part is the electric assist must cut out at 15.5 mph if used. I don't agree with massively fast E Bikes due to some idiots that ride them recklessly. I however think a 20 mph limit is sensible as that's a good cycling pace. It does annoy this old git that I can steady cycle at 20 mph so when it cuts at 15.5 it's annoying although I suppose 20 mph on a heavy E Bike does my legs good and I have the help there for Hills or wind .

I feel like any bike can go fast if you ride it right… I bombed a hill in my town on a BMX bike and got chased by a cop because I was doing almost 60 mph. I actually had to go to court over it because I doubled the speed limit and the judge didn't believe it, until the cop showed him dashcam footage of me blasting past the front of the cop car and the radar showed 59.7 MPH… I got out of it because they footage showed it was just a regular bike and it didn't have a motor so it fell outside of the motor vehicle laws but they still were not happy w/ me. Especially after I asked if I could have a copy of the photo he had of the moment I passed and the speed from the dashcam and the cop got mad at me…. I said "It was the perfect hill that slowly gets steeper and steeper towards the bottom so can you blame me¿?", he said "Don't let me catch you doing that again!". He never did catch me doing it but I sure as hell did it, every summer w/ my friends…. I still do it nowadays just not as fast. 😂
Your laws are crazy for electric bikes. A normal cycle on a normal bike you will do 25/35 km an hr and that’s not even pushing it,

I've always wondered this because when I used to cycle to work there was a hill near work with a speed camera on and on my normal mountain bike I used to wiz past it every day with my high Viz vest on and set the damn thing off in fact we used to make a point of trying to beat each others time's even though it was well above the 30mph speed limit 😂😂😂
