A few details I can point out. I think the top tube is crimped, internal cable routing in top tube, has bolt locations for two bottle cages. I’m clueless beyond that

As it has someone’s name on it, I expect that it is a “Custom Colnago”. So: “Custom Colnago with SL Tubing”.
