Yeah, you need some place to attach that lower hook – your rack lacks that, but many others have a bar or flared piece in which to place that. The hook keeps the bag from flapping and possibly popping off – needs to be pulled taught.
I used canvas bags with a similar elastic/fastener hook, but my rack had a flared piece at the bottom to hook it. Is there some way you can attach a split ring or loop a zip tie (as another poster mentions) so that hook has some place to go?

edit: obviously it hooks on the rack however what do i do with the black elastic with the hook on the end?
My dad has these exact bags. Must have had them since the 80s.
Think you need a rack with a lower horizontal bar to hook onto.
I’d try just adding a zip tie and see if it can hook onto that. Doesn’t need to be that strong, just stops the bags flapping about.
