Should any 1 inch clamp handlebar fit a late 90s Specialized Rockhopper stem? I wanted to replace the small straight handlebars with a wider riser bar. But the flat part of the clamp bump looks just a bit smaller than the clamp width of the stem. I haven't removed the handlebars from the plastic since I want to return them if they're not going to work.

It will work. The bump is the transition from 25.4mm(1”) where the stem clamps and the handlebar controls mount (22.2mm or 7/8”) your old bars just tapered more gradually than the new one
