Derailleur hangers are frame specific but aside from some newer sram stuff that only works with a UDH, derailleurs are not hanger specific, as far as I know.
Yes any medium 9 speed shimano should work fine as long as you are running friction shifting, should be okay indexed as well as long as you are willing to spend some time on it.

The quick release nut should not be what holds your derailer hanger in place. Buy a Sunrace claw hanger and attach it with a bolt and nut to secure the hanger in the dropout.
