Photo shown. I’d prefer to use hard mounts like the bolts on the underside of the top tube, or the saddle frame.
How would you outfit the bike for- 1) small rail trail rides with the fam and 2) solo trail rides where I might need more calories and more water.
Should I just get a tiny under seat tool bag, and keep calories and water in a camelbak when I need to carry more (or a detachable rear rack for longer rail trails)?

Hip pack or backpack. Never enough space for on frame storage
I would agree with a riding backpack with a water bladder in it. You can put just about everything you need in it for a ride.
One up pump and tool mounted alongside the water bottle cage. Lives on bike, can’t forget it, and sits low on the frame. Could also do a tool/tube stash wrap around the top tube or seat tube. I hate backpacks, but hip packs are ok for moderate length rides.
ETA: you can get a near 1 litre bottle on there which is more than enough for most of my rides, especially if I hydrate at point of departure. If your kids are young enough, maybe you need loads of snacks, jackets, etc and need a hip pack or backpack.
There are all kinds and sizes of frame bags. I prefer a CamelBak. It’s easier for me to have 100oz/3L on my back than on the frame.

I’m a fan of top tube bags, but wrap the frame in protective tape first or it’ll eat your paint. Then supplement it with a hip pack and large water bottle on the downtube
