I bought a brand new fold up bike online a while ago. Never used . It was delivered assembled but I'm not sure if fully assembled . See the pic of the screw of the brake. Both sides are like that. Should they be tightened ?
I’m not sure what that screw is for, but just be aware that there are some screws you will find on a bike that are not intended to be tightened all the way. For example, derailleur limit screws, derailleur B screw, cantilever/v-brake alignment screw. All of these are used to make minute adjustments and are usually tight enough or retained in some way so they don’t rattle loose.
I wouldn’t be surprised if this is something similar- perhaps its an adjustment for reach, how close the lever is to the bar? Just a guess

I do believe that is the reach adjustment screw for the brake lever. Screw it in to move the lever closer to the bar.
