The side of the brake on the left side of the bike has a silver part that is hinged. Flop the silver hinged part back over toward the center. Squeeze the brakes together and put the black zigzag piece inside the silver hinged part such that the brake cable is now running through the hole in the silver hinged part.

Reconnect the brake
Looks like the noodle is missing that is used to connect the brakes

This is how it’s supposed to look. You can always search up v brake adjustment on youtube so you know how they work, for future reference.
