Can you remove the stem and seatpost? If not, that bottom bracket might be frozen solid too. Try all that first.

Been outside a long time? If you live in the north I’d check the chainstays to see if they’ve split open from water ingress/freezing before getting too deep into the rest

I bought a bike like that that needed everything but wheels, and based on my experience, a bike in this shape will not be sellable for the cost of the parts you’ll need to replace, and your time will end up being given away for free. Tires $80, tubes 20, cassette 30, cables 10, housings 10, chain ring 30, pedals 25, shifters 20, brake pads 30, bottom bracket 30, handlebars 30. That’s $315 for a bike that might sell for $250, though a 33 year old aluminum frame is ordinarily reaching the end of its useful life and probably won’t sell at all. Knowing that your dad didn’t ride it much may make it last longer but only you would know that. You’d do it for the satisfaction and education.

The decal font would be wrong for a ’94. The decal font and color is correct for the ’93 RH Base but the paint color isn’t fully right. Your whole bike looks to be the color that the rear triangle is in the catalog… but, the catalog has a purple front end.

In 1993 the front brake cable still went through the stem. In 1994 the cable goes through a noodle attached to the bottom of the stem.
