Definitely a problem waiting to happen. The centrifugal force at speeds in excess of 200 km/h might cause that to rub the down tube ever so slightly.

I have this on mine and rode it hard last summer without issue. It got up to like 60km/h.
Edit: forgot to mention I did catch a stick once. Luckily it was dirt and I was traveling in a straight line, so I just slid hard. It felt very much like a freak coincidence.
