I know that it is a SHIMANO (RD-M951) 9 speed Rapid Rise rear derailleur. I've had this on my hardtail for a few years now but I don't know what the flywheel things and pivoting guide on a spring thing is. Anyone know?
It’s a cable housing stop that re-directs your derailleur cable so you don’t have to have the ridiculous loop of cable housing. It makes for a cleaner build too. I suspect Shimano wanted to reduce friction on the cable for the rapid rise derailleur.

fancy cable housing stop
& the v-brakes from this series w. extra pivots that have the brake pads hit the rim at 90 degrees are awesome.

Rapid rise routing
That’s one mint looking 28 year old derailleur.
