It sounds like the tyre touches to something every turn of the wheel at the specific position.
I bet your tire is rubbing the frame at the top.

First things first. Remove the plastic fork guard. If it still makes the noise. Check to see if you have tire run anywhere
I’d check my pads inside the caliper to make sure they’re seated right and not hitting the rotor. Make sure the wheel is seated right in the dropouts too.
