I’d bet good money they cross threaded it.
From the perspective of looking at the bike from the side the crank is on, this will unscrew counter clockwise. If the pedal were on the correct sode of the crank it would unscrew clockwise.
The crank threads look completely buggered- which may explain why someone threaded the pedal in from the back side, a common way to clean up threads where the first few are rough.
Seeing that the other pedal is only halfway threaded in – I’m guessing that they are mounted with the left pedal on the right crank, and right pedal on left crank. They probably thought the threads were stripped and wanted to “chase the thread” by threading it in from behind and really messed it up.
Well, it might be cross threaded. Does the other pedal come free easily? The right pedal should be usual clockwise to tighten, counter clockwise to loosen. Left pedal is the opposite.
The threads on the proper side of the crank already look beat up. My guess is the wrong pedal was installed on the non drive side and the threads were damaged. The pedal wouldn’t fit in the correct side so they tried the other side… Which doesn’t help much.
Chances are you’ll need new cranks and pedals. Sorry 😢
