No. Should be half that (which is still too much tbh)

It is a high performance racing bike. Still quite capable even if it is not the latest and greatest. From the one picture it looks like it is in very good condition. Maybe bordering on excellent given its age.
All those things that are added to the bike the seller is quoting retail. You have no idea how they got them. If they got the parts on sale or used they may have paid pennies on the dollar. Take all those numbers and cut them in half at minimum maybe more if they did some wheeling and dealing at a swap.
The other major thing is that the handlebars are completely slammed. There is no way to add stack (spacers) to the handlebar position.
I would have a hard time recommending the bike to someone for more than 1400-1650 CAD (1000-1200 USD). Even that price might be higher than some here would say.
The only way I could see the price they are asking is of the bike had a complete teardown. Bearings replaced with new. Hubs serviced, wheels trued. new cables, housing, chain, bar tape, etc. NoS cassette, chainrings. Bringing the bike back to near new showroom quality.

I had that exact bike. It’s a fantastic bike. But it’s older now and that price is far far to much. $1000 max now imo
