I think a good rule of thumb for reaction videos is this:
"Would you watch the reaction video after seeing the original?"
If the answer is no, then the "reaction " didn't added anything new to the original content.
However, if people are watching reaction videos even after they have seen the original, then I'd say the reactor have added additional value to the content.

There were no recorded Canadians in the 1st Battalion during the burning of DC. If anything they were made up of men from the British isles, with most of them being from England.
It is also of note that the Americans burned down Ottawa, before the Brits burned down Washington. Sorry Canadians, you guys always come second.
