Typical. I see this a lot. These derailleurs are kinda junky and don’t have a real b-limit adjustment. I think you just have to live with it OR shorten the chain if this is a one by / in the largest ring up front.

Does it rub if you place the bike on its wheels?? The B screw on this kind of derailleur does absolutely nothing to prevent that. I guess the only way you prevent that is by reducing chain tension by adding one link to make the chain a bit longer. Also please check if the derailleur is properly installed on its hanger.

They need some lubrication! The whole drive chain, then look for other issues!
