I’ve ridden merritt Justin Care stems for years with no problems. They’re made to be upside down like that. Should be fine.

Bar spins might be a bit close. Is there a functional reason you’re running your stem upside down?

I flipped my front loader a while ago. No issues.
Used to do it all the time back in the day.

If the top bolt still fits properly should be fine.
I’ve used a few different stems inverted. I was adjusting for bars that were a little to tall one time. It worked great.
Another time it was a stem that was front load and I didn’t like the way the top side looked, so I flipped it over for esthetic purposes. Both times worked fine. I rode each for about a season .
Yours looks like your creating slightly negative rise with a bar that’s out in front of the head tube this will give you a lot of leverage on your initial pull back
