I'm wondering if anyone who rides a Decathlon has had a similar experience? In China, I suspect there's some censorship involved, whether by the government or the company. I haven't seen any detailed information or guides on what to do in this situation on the Chinese video platforms I use, so I'm asking for your help. That looks like a pretty clear cut manufacturing defect. Think if they’re not careful when welding the frame you can mess with the heat treatment of the metal in that area. I don’t imagine you’ll have an issue getting a replacement, they may want the frame returned for inspection to make sure it’s not a more widespread issue.
Further compensation/goodwill I’m not sure on, possibly depends on different legal frameworks. But if I was the company I’d be worried about the possibility of being sued if this resulted in any more serious injury.

I have two Decathlon Riverside 500’s both of which physically in China. Their frames are all fine, but some production runs of these Decathlons in mainland China must’ve been sketchy, as one of the two bikes had shipped with a sketchy Shunan off-brand chain that broke while riding (fortunately only the outer end so I was able to just about ride home) and the other had a sketchy off-brand grip shifter that was replaced by a Chinese Ltwoo one. And I know for sure the first bike was bought through official Decathlon store.
As for a broken frame, that’s for sure a manufacturing defect.
