Tried the coin test and I can’t quite tell if it sounds different or it isn’t as high pitched of a click because of the paint/uneven surface.

Paint chip.
A tiny little bit of both. But mostly paint. Slap a Frame protection sticker on it and keep an eye on it.
Aren’t those bolts for mounting a frame protection plate? If so I’d find one out that fits, might not have helped in this case given the location but generally that’s a pretty vulnerable area when riding off road and carbon generally doesn’t like rock strikes
Just a paint chip. That looks like a Lauf Seigla which is a little overbuilt, especially in that area as well.
That’s just regular wear for me.
Either one, it’s so minor it’s not worth worrying about.
