  1. It’s normal to go an extra quarter turn then back off the same amount so the spokes untwist. This looks like they forgot on one of them.

If it were me I’d probably just add and remove a quarter turn and forget about it.

But maybe take a photo or something in case there’s a future problem you need to talk to the shop about.

Ideally, none of them should be twisted. I’d ask them to change the twisted ones or ask another professional to do it!
Higher likelihood of snapping in the future I think.

Being bladed spokes, the builder should’ve used the proper slotted tool to hold the spoke while tightening the nipple, but at the same time if the twists are fairly moderate, which that one is at less than 1/4 turn, they should settle themselves out after your first ride. You will likely hear a lot of creaking and popping in your wheels on your first time out on them, which is the spokes settling into position with some moving weight applied to them.
I’d say they’re safe and should straighten themselves out on their own.

I would take that wheel directly back to the shop that rebuilt them and have them fix it.

  5. 100% not ok in my opinion. Make the shop fix it. It’s not that hard to make sure the spokes don’t get twisted during truing.

  6. It shouldn’t have left the shop like that, or happened at all, really. I’d have it fixed by someone specializing in wheel work.

I dunno if I’d go back to a shop that let some grom in the back so this to a very expensive wheelset
